Westland Arena Ice Plant Upgrades

Project has been completed.

In October 2019, an Indoor Recreation Facility Master Plan was presented to City Council, where a recommendation to replace the Kinsmen Arena by adding a second ice surface to the Gallagher Centre. Council authorized Administration to continue planning the Kinsmen Arena replacement at the Gallagher Centre, known as the Gallagher Centre Renewal Project. In April 2021, a presentation was made at a Council Committee of the Whole meeting to inform discussions regarding the Gallagher Centre Renewal Project. Council formally passed a motion to get a more detailed assessment and costing on repairing the mechanical/building systems for both the Kinsmen Arena and the Westland Arena. The intent was to obtain a consultant opinion of the condition and cost estimated to ensure that the ice plant and related mechanical/building systems could support ice for the next 15 years. In February 2022, City Council approved the 2022 and 2023 capital budgets, which included the upgrades to the Westland Arena ice plant as follows:

Westland Arena $1,085,000

Includes replacing screw compressor with reciprocating compressors, as well as the controls system and other code related improvements.

  • July 12, 2023 - Project Update

    The ice plant project is nearing completion, and the major aspects of the project have been wrapped up as of July 10, 2023. This included removing and installing new compressors, relocating access into the plant room to meet building and refrigeration safety codes, installation of a new emergency relief stack for the refrigeration system, and replacement of various pumps, motors, and other system controls. These aspects were crucial to be completed by the July 10th deadline to ensure the ice plant was able to be turned on and operating, allowing ice to be made for the summer skating season.

    The ice plant was activated on July 11th, and ice making began on July 12th in preparation of the first bookings at the end of the month.

    Work on the ice plant system will continue over the next few weeks, but is not critical to the ice making process. These aspects include lighting upgrades throughout the plant room, heating, cooling, and other ventilation work, and fine tuning of automation controls.

  • June 6, 2023 - Project Update

    On May 9, 2023 the old compressor in the Ice Plant was removed.














    And the new one was placed on June 6, 2023.


  • May 1, 2023 - Project Starts

    PCL Construction is at the Gallagher Centre setting up the construction site for the Westland Arena Ice Plant. Watch for signage when using the east entrance.



  • March 15, 2023 - Project Startup Meeting

    Representatives from the City of Yorkton, PCL Construction, and other sub-contractors met to begin project work planning. It is anticipated that the upgrades to the Westland Arena Ice Plant will begin on May 1, 2023, and are tentatively scheduled to be completed by July 10, 2023.

  • February 13, 2023 - Tender Award

    After the Invitation to Tender process was closed, City Council authorized Administration to engage PCL Construction Management Inc. as the project General Contractor at a cost of $788,055.00, plus applicable taxes.

  • January 3, 2023 - Invitation to Tender

    The Invitation to Tender for the Westland Arena Ice Plant & Machine Room Upgrades was advertised on the City of Yorkton Biddingo site as well as SaskTenders for a tender period of four weeks and a closing date of January 27, 2023.

  • July, 2022 - Westland Arena Control Replacement

    The Westland Arena ice plant control system was replaced by DMA Building Services.

  • June, 2022 - Westland Arena Ice Plant Design

    The City engaged consultants to begin the design process for the Westland Arena ice plant system and related code improvements.
