Jaycee Beach Revitalization

Hopkins Lake, known locally as Jaycee Beach, has been a recreation and gathering place for Yorkton residents and visitors for generations. Over the years, the area has included nature trails, outdoor swimming, baseball diamonds and, most recently, Yorkton’s first off-leash dog park.

Although the lake has not been used for swimming for many years, Jaycee Beach remains an important recreation area in Yorkton.

In 2025, City Council authorized a feasibility study to determine whether Hopkins Lake and Jaycee Beach could be revitalized for outdoor swimming and recreation. The study found that revitalization is technically feasible and identified the work needed to move the project forward.

In 2026, City Council authorized the project to move into design. The current design work will help confirm what can be built, how much it may cost and what could be included in each phase.

The City is now preparing to hear from residents about their priorities, questions and concerns as the design continues.

  • Project Update - Design Moving Forward and Public Engagement Beginning 17 Aug 2026

    Design work for the Jaycee Beach Revitalization project is moving forward, and the City is preparing to hear from residents about the future of the area.

    The goal of the project is to bring back outdoor swimming at Hopkins Lake and create a welcoming recreation area for people of all ages.

    The City has hired Praxis Consulting Inc., a Saskatchewan-based management consulting and research firm, to lead the public engagement process. Engagement will include:

    • Community focus groups;
    • One-on-one interviews with invited stakeholders;
    • A Jaycee Beach community survey; and
    • A public open house.

    Some parts of the project are already planned, while other details remain open for feedback. The City will clearly explain what can be influenced and how public input will be used.

    As part of the Jaycee Beach project, the current off-leash dog park will relocate to Logan Green. The new dog park will be larger than the current site. A separate engagement process will gather input from dog park users and residents in the area surrounding Logan Green.

  • Project Update - Feasibility Study Result and Design Approved

    City Council was presented with the results of the Hopkins Lake Revitalization Study, which identified next steps required to progress with the Jaycee Beach rejuvenation project. Council was supportive of the project design continuing, providing up to $250,000 towards the detailed design process, and also establishing a Project Steering Committee to ensure coordinated oversight, clear direction, and appropriate input as the design is developed.

    The Project Steering Committee members include:

    • The Mayor
    • The City Manager
    • The City Clerk
    • The Director of Environmental Services
    • The Director of Recreation & Community Services

    The Steering Committee will coordinate design development and implementation planning within the approved budget, and provide structured oversight through design milestones to deliver a shovel-ready package for the 2027 construction season.

    At the regular meeting of City Council, the results of the Invitation to Tender for the Hopkins Lake Revitalization – Engineering Design Services Tender was presented to City Council. Council accepted Administration’s recommendation to award the design services contract to Clifton Engineering Group Inc, and start the work to complete the study and report back to Council at a later date.
