Columbia Park Development Plan

Consultation has concluded

The City of Yorkton is developing Columbia Park to include a Pump Bike Track and an outdoor basketball court. Construction of the park is scheduled to begin in 2023.

Pump tracks can be used by people of all skill levels with various styles of bikes including road bikes, mountain bikes, BMX bikes, and specialty bikes. Pump tracks are safe and fun for younger riders, including people with disabilities, as well as great for individuals to get comfortable with riding a skateboard.

In September 2022, A survey was opened to the public to provide input on the future design of Columbia Park.

Background:

The 2021 Capital Budget included a review of possible outdoor basketball court locations within the city. This review was started to ensure a balance of man-made amenities and services in Yorkton parks.

At March 26, 2021, Council meeting, Council heard a request for the development of a Pump Bike Track.

  • Attend the Open House on December 8, 2022, between 4:00-7:00 p.m. which will be held at the Yorkton Public Library Programming Room with consultants, Crosby Hanna & Associates presenting at 6:00 p.m.
  • Did not get a chance to come to the Open House? You still have the opportunity to get involved by completing a survey for the concept plan of Columbia Park

  • Columbia Park Development on Pause

    Yorkton City Council passed a motion at the January 30, 2023 Council Meeting, to rescind parts of their December 5, 2022 resolution which gave directed Administration to proceed to tender for Phase 1 of the Columbia Park Development project. As a result of City Council’s December 5 resolution below, the Columbia Park Development Project has been put on hold:


    That parts of motion number R00316-2022 as contained in the Regular Council Meeting minutes of Monday, December 5, 2022 be rescinded as follows:

    “b. Proceed to tender on Phase 1, which will determine the final construction costs for Phase 1, and report back to Council with the bids, and to obtain direction if the tender price exceeds the approved budget of $1,090,000.00.”

    “c. Defer other phases of the Columbia Park Development to future budgets.”

    And further reintroduce a substitution that Council direct Administration to “b. Proceed to complete the design of the project, but not proceed to tender at this time.”***


    Further, that the motion be amended to reintroduce an additional substitution that Council direct Administration to “c. Defer other phases of the Columbia Park Development to 2024 budget deliberations.”


    What this means is that the design is to continue to 100% of the approved concept plan, and to have the project ready to go to tender pending a future approval by Yorkton City Council. Administration will continue to work with the Consultants to refine the design to the point that tender documents will be prepared and then Administration will wait for Council approval to proceed.


    Thank you for your input on this project and we are hopeful that the project, or portions of the project, will move forward once future consideration and approval is provided by City Council.
